Need to calculate a column which will add "1" value to the beginning / end of each Quarter in Date

I have the following Episodes table:

Epi_ID    Month

     22     01/01/2019

     22     02/01/2019

     22     03/01/2019

     22     04/01/2019

     22     05/01/2019

     23     03/01/2020

     24     06/01/2020

I need to create a calculated column wish will place "1" value for each beginning / end of the Quarter in [Month] column, otherwise should be "0" value,  as below:

Epi_ID    Month            NewColumn

     22     01/01/2019    1

     22     02/01/2019    0

     22     03/01/2019    1

     22     04/01/2019    0

     22     05/01/2019    0

     23     03/01/2020    1

     24     06/01/2020    1

why no 1 for April?
