And now when user clicks belowe slicers visuals it is changing to:
How to not make this underlying shape not active?

Based on what you described, the issue seems related to the layer order of visuals on the report page. When users interact with other visuals like slicers or tables, the navigation pane elements (especially slicers and buttons) may become unresponsive or appear hidden if they're not correctly layered.
To resolve this:
Open the Selection Pane from the View tab and make sure the slicers and buttons are listed above the background shape used in your navigation pane.
Select the background shape, go to the Format tab in the top ribbon, and choose Send to Back to push it behind other visuals.
Optionally, select all related elements (slicers, buttons, shape), right-click and Group them. This helps preserve layout and layering.
If bookmarks are involved, review their configuration to ensure they aren’t unintentionally hiding any visuals. Use only the Display setting and avoid checking Data if slicer state shouldn’t change.
I tried recreating a similar setup in my environment and was able to observe the same behavior - adjusting the layer order and maintaining it as described above resolved the issue.

This is a behaviour which i want to avoid.

Thanks for the clarification. I now understand the specific scenario - clicking on an empty area of the background shape causes the slicers or other visuals layered on top to temporarily lose focus or appear hidden.
I found two workarounds that help avoid this behavior:
One approach is to resize your slicers so they extend to the edges of the background shape (or nearly match its dimensions). This reduces the chance that users will accidentally click on an empty area of the shape instead of the slicers. In most cases, this avoids triggering the focus shift that causes visuals to appear inactive.
Another solution I tested is to group the background shape along with the table visual. Then, in the Selection Pane, ensure the grouped object is layered behind other content and enable the option Maintain the layer order under Format shape. When done this way, clicking on the shape doesn't interfere with the slicers’ visibility or interaction.
