Licensing Costs -- Implementing Power BI Embedded (internal/external)

I have been researching Power BI Embedded -- to implement both internal and external solutions. What are the associated costs? Is there a cost for enabling or licensing in our Azure Tenant? Is there a limit on embed codes? Is there a limit or fees on report consumption or data? Can someone please provide an outline of these details so I can make a decison on next steps? Thanks.

Embed for organization:

To move to production you'll need one of the following configurations:

• All users with Pro licenses.
• All users with PPU licenses.
• A P or EM capacity. This configuration allows all users to have free licenses.

Embed for customer:

To move to production you'll need a capacity.
