Is it possible to decode Bookmark state done by end users?

Context: we have a standard report where end user can capture the current view with bookmark feature.  This state is a string encoded and user can call it back to restore the view. 
Our issue : we want to make evolution onto this dashboard but the risk is to break current bookmarks. 
Do we have a way to understand what is saved with the bookmark state ? it seems to be a base64 encoded but I am not able to decode it.

Thanks for the reply from lbendlin, please allow me to provide another insight:

Hi, @Colibri 

I should clarify that any actions you take in the reading view are based solely on your personal user changes and will not directly affect the original layout of the report. All modifications can be reverted by clicking the icon below, which will remove all changes and restore the report to the last saved view by the designer. Please note that resetting the report will not delete any bookmarks.

Here are the relevant document screenshots:

If you wish to alter filters or create a new dashboard in the reading view, you can easily save your changes by creating personal bookmarks.

Only by entering the editing view and saving will irreversible changes be made to the report.

 

Additionally, you can use the following tools to clearly understand the visual content of your PBIX file under different bookmarks. However, you will need to save it as a local PBIX file and view it once after saving.

My understanding is that all you get is a Bookmark GUID.  The actual meta data is likely stored in the Power BI service.
