Documentation is a bit outdated. In recent versions of the API, you need to run the pbiviz --create-cert command as it mentions, and it will provide the cert location and passcode. Once it has been created you can run the pbiviz --install-cert command, then browse for the cert and provide the passcode. Then follow the rest of that section of the GitHub docs.
