Inconsistent Experience with the New Look - Power Bi Embedded

Hi - 

In an app-owns-data scenario, the new PBI look experience is only displayed when an authorised user creates a new report. If the same (or another existing) report is switched to edit mode, the old look is shown to the end user.  Is anyone else experiencing this and are there any workarounds to prevent this inconsistency?
