I don't believe this is possible. If the graph is very static and the X axis never changes, you could add a background in plot area background as a workaround, that is devided in 4 sections (assuming the quarters are always on the X axis), but that's a poor workaround.

that is not a link, its a screen shot from excel, so we need to replicate this in Power bi
