How Embedded Power BI 'Save As' Reports work

I am new to PowerBI & I am planning to use Embedded Power BI and want some of the users to have the 'Edit' functionality where they can use 'Save As' to create a new reports. My users will be with business background. 

 

I have gone through the Embedded Power BI documentation and understand that there is a capability to 'Save As' to same workspace where the current report (Report C) exists or to a new workspace. However I am still not clear how do I publish the new report (Report N) in addition to the existing report? Can a user do it or it will require someone with Development experience to create a new page and embed it? I am guessing the user will need Power BI Pro to access the workspace for both the reports? Can some one please elaborate how does this work?

Thanks Jianbo for your response and I had looked at this documentation earlier as well.

 

I will try to explain the part which I am unclear about. I understand there is capability to 'Save As'. The part which I am unclear is once I 'Save As' report how do I (as User) publish it so that others can see it. Given that the orginal Report was embedded, who embeds the new report so that all my users can see it as well?

Power BI embedded analytics allows you to create, edit, and save embedded reports. A report can be created based on an existing dataset, or you can edit an existing report. You can also save the report after it was created or edited.
