Lets say we have a bar chart, each bar represents a product type and there are additional report filters. When I click on one of the bars and filter the report based on that product, is there a functionality that would allow an SSRS report to be generated based on that filtered Power BI report?

Not quite sure why you'd like to do that, but AFAIK, the answer is no. Power BI visual interaction trigger nothing more than visuals change, it doesn't allow to bind any external script.
