I have Matrix table in below format

When i Export to excel i will get below format

As this is now in public preview, do you have to do something to enable it?
If so, it is a general setting, workspace setting, or report-specific setting?

AFAIK, current power bi will export the underline data without any custom and styles.
For your requirement, I think the upcoming 'improve for matrix export' feature should be suitable for your requirement, the public preview version will be released in October.
