Im aware of the new secure embed feature, however it prevents people accessing the dashboards on our confluence pages.
Qusetion - If I generate a publish public link and place that in an iframe in a secure confluence page is the dashboard secure in that page or does Powerbi service display the link elsewhere where it could be viewed?

Although this topic is somewhat older, today there are quick and simple solutions to embed a Power BI report on Confluence.
For example, with an add-on like Microsoft Power BI Pro for Confluence, you can insert a report on a page by simply pasting the URL into the editor 🙂

If you create a public link, it is what it is - public. If anyone is able to discover the URL then they are able to view the report content, whether through a browser or an iframe in some other site. The link would not be exclusive to Confluence in this case.
RADACAD have a good article comparing publish to web vs. embedded vs. secure embed, which also details pros and cons. If you do need some guarantee of privacy, it will definitely have to be the second or third option in this case.
