Embedding Reports with RLS

I am building a solution that requires row-level security with reports embedded into web applications. Does this require using Power BI embedded? Or are Power BI Pro licenses for each user sufficient? Can someone provide a case study or example of the authentication process to communicate the active user's credentials to Power BI?

Power BI Embedded capacity is for Embedding for your customers in this secenario, one Pro license for the master account is required. As to Embedding for your organization, Power BI Premium license is required. There're specific examples in the forementioned links.
