We embedded PowerBI reports using example MVC web application with transparent background using following settings:

However, now all report's background became transparent, despit transparency level set there. Originally, without "background: models.BackgroundType.Transparent" transparency didn't work at all.
How this could be taken under control without setting some picture as a background in all non-transparent reports?

yes... is it as designed?
Yes, but their backgrounds (areas not covered by any UI control element, like table, slicer, etc.), not backgrounds of UI controls. And it doesn't respect this general background transparency setting - no effect.
Exactly! Then only UI control's transparency value has an effect over appearance (like text box background transparency value) but it is limited to control's area only.
