You can create a measure as below to get the same result in Power BI with the one( { fixed [Filedate] : COUNTD([Agreementid]) }) in Tableau.
Count Distinct Agreementid by Filedate =
CALCULATE (
DISTINCTCOUNT ( 'Table'[Agreementid] ),
ALLEXCEPT ( 'Table', 'Table'[Filedate] )
)
