Custom context menu command on one visual and not whole report

Before I submit an idea I wanted to make sure I wasn't missing something.  It appears that custom context menu commands are defined on the report setttings and apply to all visuals on the report.  How is this a "context" menu if it is applied globally!?!? 

 

Is there already a way to do make the context menu command only appear when right-clicking on one visual of the report?
