Creating a running banner in Power BI

HI, I was just wondering if there is a possibility of creating a running banner at the top or bottom of my Power BI report page. If so, does it require any background knowledge regarding Python or coding cause I don't know either of them. Thanks in advance, guys!

Can you clarify what you mean by a running banner? 

 

If you mean a scrolling marquee sort of thing, then there's a Custom Visual for that called "Scroller":
