Create Dashboard for ISV applications

I understand from research that I can't create a dashboard from a desktop file.  But, what is the correct way to create a dashboard for third party ISV applications?

 

For example, I've seen samples like the Retail Analysis Sample, or apps like the Office 365 Adoption preview.  They each come with an attractive dashboard that can link to specific reports.  

 

I would like to do the same thing, but when I author a pbix file, I can only create the report portion, not the dashboard.  I'm missing the way to create a dashboard.  Yes, I can create a dashboard in my own account that links to report pages, but how do I then deliver that to customers?

 

So, if my deployment approach is to a) use PowerBI embedded and upload a pbix file or b) allow customers to use their own account with a pbix file that I upload to their account via the REST api, how do I create the same functionality that I see in the samples mentioned above?

According to your description, I think you're referring to Power BI Embedded, right? Power BI Embedded is being deprecated and the new replacement is Embedding with non-Power BI users (app owns data). With the new replacement(Power BI Premium licence required), you don't have to upload any pbix file. You just develop the report in desktop, publish it to Power BI Service and pin visuals from the report to a dashboard. After that you can embedded that dashboard. See the github demo App Owns Data.

Thanks for the pointer.  I was familiar with the past Power BI embedded but I haven't yet looked into the new offerings.  I've bookmarked those samples and will look through them.
