Able to generate embed token for report but not for dashboard (401)

I followed the app owns data tutorials and was able to successfully generate an embed token for a powerbi report and embed the report into my application.

I then went to powerbi service and pinned a few tiles from the report to a dashboard.

I then wanted to embed the dashboard but am getting 401 forbidden when trying to generate the token according to docs (https://msdn.microsoft.com/en-us/library/mt784614.aspx).

I have given the app all possible permissions in Azure app registrations.

Does anyone have idea what could cause such behaviour? (Generating token for report works fine but not for dashboard)

Okay, the error message in response body was eaten up in my application so I didn't see it at first.

But the issue was that for dashboards there's the constraint that "Only group admin can embed group content" while for reports there is not such requirement.
