Conditional Formatting with a Goal

Is there a way to create a line and column chart where the color of the column is based on whether or not they met the dynamic goal, which is the line? The goal will change per person (column) based on how much time they have worked within the function, which is where I’m getting stuck. I’ve found videos of how to do it with a static goal, but not a dynamic one.

it's not exactly what you want but I think it is only a matter of time before they implement conditional formatting on that.
