Can Externals extract data (from a report shared via PBI Embedded)?

Hello, 

We are hoping to share Power BI reports on external facing websites via Power BI Embedded (we have Premium). My question is: Are externals able to extract data from a table within the report?

Just clarifying my question:

Can externals (i.e. 'the public) export data out of a table visual in my report (when the report is embedded into an external facing website)?
