CSS basic problem

I'm working on a new visualization and am having a basic issue with stylesheets.  1st - I'm not seeing any of my styles.  In fiddler, I see a 304 to visual.css so I assume it is there.  When I browse to localhost:8080/assets/visual.css it has all of my styles.  I can't undertand why they don't get applied.
