We are trying to build a dashboard using PowerBI which will show the summary of Data pipeline health and all the active & resolved bug list from VSO & ICM. In one section of dashboard we have to bind VSO and IcM list with html controls to change the color of metrics control based on the keyword value. Is there any way to implement this?

What do you mean "with Html controls"? In Power BI, you can integrate html by using web content. As to "change color", see conditional formatting.
Hi @Eric_Zhang can you perhaps help us in this regard wherein the cell values of the Power BI tables control the functionality over HTML web Content tiles over dashboards?

It is not supported. You can submit your idea at Power BI Ideas and vote it up.
HTML controls as in the html content is required to be altered (colors of boxes for example) based on the values over Power BI reports.
