Automate power bi report and email it

Hi All,

Reading a sharepoint list,  create a graph/report for EACH Entry, and email that report to the email as listed in the record.
The email addresses are public, and internal.  
It was suggested to use Powerbi to create report, but I'm not sure its the write platform for what we want to achieve.

Any advice would be welcome.
