Allow report authoring inside an application

Is there any way to allow an end user of an application to create Power BI reports and dashboards in the application itself?
From what I've searched so far, it seems that reports have to be created in the desktop or web app and then embedded into an application, but I was wondering if there was a way for a user to create them (or maybe edit) externally.

At this moment, there're two ways to create report, as you mentioned, either in desktop or wep app(Power BI Service).

1. Create reports in Power BI Desktop, publish/import them to Power BI Service or Power BI azure workspace, then embed the reports.
2. Create reports in Power BI Service, with any existing datasets. them embed the reports.

By the way, what is your purpose when trying to create the reports externally?
