I see that GetAppUsersAsAdmin allows you to get the app users. Am I right in saying there is no api to add/amend the app users?

Yes, you are right. As far as I know, currently Power BI doesn't support us to add app users as admin by rest api. As you mentioned above, Power BI support us to use api like GetAppUsersAsAdmin to get the list of users that have access to the specified app.
If you want to add users in an app, you need to follow this blog to add users.
Or you can try to add users or groups by Power Shell.
