Could you please check if there is a problem with the use of the functions?
In Power BI Matrix, we often use ISINSCOPE, ISFILTERED and HASONEVALUE to check the status of the filters in our data model.
Generally used to determine the hierarchy, there is a difference between the three of them:

@Pikachu-Power If that segment has a single associated TARIFF, then you wouldn't get the SUMX behavior but rather just get the results of the [Deviation_eur] measure, which might be wrong, it's hard to know without more information.
