why is my visual ignoring filter

so i have this visual which is a multi-card, i put in a column sourced from a ssas tabular model, and then on filter i put in the result of a slicer that is either 1 or 0, i set the visual to only show items when value of the slicer is 1, but the visual just ignores the filter and show items any ways. i do this with another column but that column obeys the filter just fine, so my question is what is so special about this column that it ignores filter?

What does the data look like?

How were the columns created?

What do the relationships look like?

this is all sourced from a tabular model in ssas. the relationship is complex, but can you give me just a few reason why this could happend and ill check on my end? also i like to add if i change the visual level filter to show items when measure is 0, then the visuals doest show anything when measure is 0, but also doesn't show anything when measure is 1, very strange.
