Is it possible to activate a Bookmark, simply by hovering with your cursor over the image, the same image that acitivates the bookmark once its clicked upon?

Hi @hkillen,
Bookmark can’t support what you want to realize. You can submit your idea to power bi ideas website. Ideas (powerbi.com)
Perhaps you could consider using tooltip, which allows you to hover over a view and have the corresponding image appear when you set it. Like the following shows:

As I know, the Bookmark is activating on the action and needs to declare it in the Action feature in Button.

No, that is not possible currently.
