the above is a sample data i created, what i need to do is sum of count of 1 in measure 1 column then divide it by total count of measure 2

Perhaps you can try to use summarize function to create a variable table based on the category fields in the measure formula, then you can use iterator function to aggreate the variable table records.

You can try below Dax
Result = Divide ( SUM(MEASURE1),COUNT(MEASURE2),0)
Please note Count funciton only counts wherever there is a number.

using a direct query inside count or sum function can only use column can not use measure
