I have a question that I would like to show the data for example new comer is on the above and termination is below with the negative figure, but the original data does not have the negative items, and the termination figure

Assuming Employee Left is a measure, just edit the measure with a - sign before it.

To display new hires as positive values above the axis and terminations as negative values below the axis in Power BI, you can create a calculated column or measure that multiplies the termination values by -1.
