I am trying to put together a scatter plot where the color saturation is vital. I have spent the last hour searching through the community and all I can find is people saying color saturation was replaced with conditional formatting (advanced color controls). I have the most recent (August 2019) update and I have neither option.

This is a business development dashboard and I am trying to show both the total value of proposals submitted and the value of the proposals won. I want the submissions to be fairly transparent so that it is an easy comparison when overlaid with the opportunities won. This is as close as I can get without the shading and it doesn't meet the stakeholders needs:

Please remove the Solution column from Legend bucket, then go to Format pane -> Data Colors tab, the Conditional Formatting should be available.
