rls problem

it is a problem about rls , I have an excel sheet look like below

lowest levelAlowest level@gmail.com
middle levelAmiddle level@gmail.com
middle levelBmiddle level@gmail.com
highest levelAhighest level@gmail.com
highest levelBhighest level@gmail.com
highest levelChighest level@gmail.com

 

And I would like to know if there is any way i can set the highest level person has the access of all department without enter all the department into excel(since there are so many departments) by using his email.

@henry24007 In the Power BI service, members of a workspace have access to datasets in the workspace. RLS doesn't restrict this data access.
