rls problem

it is a problem about rls , I have an excel sheet look like below

name	department	email
lowest level	A	lowest level@gmail.com
middle level	A	middle level@gmail.com
middle level	B	middle level@gmail.com
highest level	A	highest level@gmail.com
highest level	B	highest level@gmail.com
highest level	C	highest level@gmail.com

And I would like to know if there is any way i can set the highest level person has the access of all department without enter all the department into excel(since there are so many departments) by using his email.

@henry24007 In the Power BI service, members of a workspace have access to datasets in the workspace. RLS doesn't restrict this data access.
