remove single filter from one table but leave others

Thanks - the "CALCULATE([Average%], ALL( Force ) ) measure does work, but it seems v odd that I have to split such a simple model up to get this. 

I can't see why none of my attempts work - do you know where there's an explanation of what's going on to (i.e. why the area 'Scotland' is excluded in my calculations despite the fact Scotland is selected as both a country and an area)?

@Anonymous , One way is switch off edit interactions
