using this formula to return time back to UTC, as CRM query is converting CRM data to local pacific time, but I need it in original UTC time;
Column = UTC_issuestarttime = mc_alerts[mc_issuestarttime] + (-7/24)
Is this best way to take date value and subtract 7 hours so that time is back in PST time zone?

To substract hours, your approach is already the easist way in DAX. You can also try Power Query approach like:
=DateTimeZone.SwitchZone(DateTimeZone.LocalNow(),-7,0)

Is it planned to provide an implementation by Microsoft for
Power BI service to evaluate the browser time zone settings?
Best would be if your new implementation would do:
= Users from Australia see the same reports as those from Europa as those from the USA.
But: Those from Australia with the appropriate Australian time zone, those from Europe ...
Example:
The very same record would show 01:40 May 1, 2018 in Australia
But: 17:40 April 30, 2108 in Switzerland
And: 11:40 April 30, 2018 in New York

Please provide links discussing showing how to convert UTC times in report to whatever timezone the user opening the report is in.
