I created a way to switch between Web URL datasources from a vendor by creating cascading parameters. The first one (ProjNo) selects the project number. The second one (ProjURL) concatenates this number into the actual web request. I have to update ProjNo first, then update ProjURL. Is there a way to trigger the refresh of the subsequent parameters?

I'm not sure I understand your needs exactly.
You can implement it, but it needs to be done in a Power BI Paginated report and it requires a Power BI Premium license.
