Is it possible to redact QTY column , if Value is 5 or less it illustrated <5
But when aggregated it will still correclty sum the total , 2+ 10 = 12 . illustrated in powerbi visual is <5 & 10

It's difficult to redact QTY column.
You may need to add new fields like this:
calculated column:
New Qty = IF('Table'[Qty]<5,"<5",FORMAT('Table'[Qty],"general number"))
measure:
Result =
var tab=VALUES('Table'[New Qty])
return CONCATENATEX(tab,'Table'[New Qty],"&")

I was going to look at conditional formatting too , this is how you can implement in Excel

Conditional formatting is basically infeasible.
Although PowerBI can also set conditional formatting, but it only applies to the background color, field color, icon, URL of cells in the table.
PowerBI does not support conditional formatting for the display of data format.
