is it possible it use "one" button for both page navigation and drill through?

It is possible to see one button and when clicked:

• if drill through filters are applied -> act as drill through
• if no filters applied -> act as page navigation

I am not sure your detailed requirement, it seems that you want to switch pages, right? If so , I think you could try bookmark to see whether it work or not. You could refer to bookmarks-and-buttons-making-power-bi-charts-even-more-interactive  for details.
