is it not the privacy settings?  compare your query settings in power query/excel vs power bi under Options and settings, look for privacy

I tried changing the privacy settings. Tried all options. Do I need to save and refresh after that?

to be honest thats the only thing i can think of, if you imported your steps into power bi of how you do the query  from excel , so from power bi go  file / import / excel workboot contents and import the power query steps, see if that helps at all, doubt it will change anything though because in my mind it must be privacy settings.  ive never had to save to apply the privacy changes that should be immediatey but refreshing makes sense to do after you have changed them.
