how to edit on slicer for only specific selection to forecast

I hope to make my year to do for forecast but i dont want my other slicer to do that , how should i make the restriction on that ? 

I also hope to select both slicer together , like use year and quarter together , how can i achieve this ? Appreciate any tips or helps
