how to count the distribution gap in power bi report by select only active outlets

Dear BI Team,

Can anyone help me on this? I have a master data of outlets with status of active and inactive outlets. we calculated active outlets as our control outlets while inactive outlets is only keep it for the histry record from sale data. As distribution report, we count 3 months purchasing by each outlets. This mean that if 1 outlet have purchase 1 time, 2 time, 3 times, ..... we still count only 1 distribution. Then we want to see the gap (how many active outlets that have no distribution compared to our control outlets?
