group multiple rows into 1 row based on start and end date and leave

I have been trying to work out how to group the below so that I get 1 row showing, ID,Site_ID,Data_Export,Incentive_Scheme, Rostered, StartDate,EndDate, Sum of Leave_Hours

Could you please tell me about the logic of your filtering?

Does it have anything to do with on? Why doesn't Absent keep the green box?
