I would like to fill a map with different categories of administrative boundaries - to vizualize for example some departments and some regions of France on the same map.

I work with Maceo_B and let me clarify the question.
We need represent this types of location (County, State/Province, Country/Region) on a single map.
Power BI desktop allows to bind on the location field a value like this "CountyName, CountryName" OR "State/Province, CountryName". That works perfectly but on 2 maps or with hierarchy.
It's possible to group on a single map without use hierarchy. For example, by binding on location field this value: "LocationName, LocationType, CountryName"... where locationtype would be county, State/Province or Region/Country.

No, currently it's not possible to group the locations and show all level info on single map without using hierarchy.

In your scenario, if you want to show different color for different regions, you can use ArcGIS map and put the region field into "Color".
If you want to drill down to different levels on same map, you can use Filled Map and put entire hierarchy into Location.
