file button is missing

Dear friends,

when I in My workspace, Reports, I open a report, the button 'File' is missing, so I am not able to "save as", "publish to web"...

The language settings I use=Russian language. if I swith to English, this button appears again. The button was available in Russian vesion for a while, but nou desapeared. 

Please advise?

indeed, tried the different brouwsers, works only in Internet explorer 11...

and with the collapsed version of the browser!
