excel file will throw forbidden error once download from the report through portal

We have report that generates excel file. We have given access to users via security group. But only few users can access that dataset through the generated excel file and not others. But if they are individually added as a uder , they can refresh the excel sheet generated.

No, They are our Internal users. If we add them as users in users group , they have no issues to refresh the excel trying to access the powerbi dataset. But if the users are added as members to security group and the group has access to the reports and data models, then few members are able to view and refresh but not others.

We wanted to know why only few members of the group can access dataset via excel and not others ?

Are the users you added from outside your organization?

If they are external users, you can check whether the users have been added as guest users in AAD or Admin Center.

Users added as guest users could be able to access resources with security groups.
