I am trying to create a calculated column that extracts the month of a given date in the following format:
01
02
03
04
05
06
07
08
09
10
11
12
But I get the error above. Any help will be appreciated.

Sorry, you are right! I used a list of numbers 1..12 in my test, forgot to add back in the Month() function. It should have read
= RIGHT ( "0" & Month( [Start Date] ), 2 )
Try
= RIGHT("0" & [Start Date],2)
Why not use a date table with monthNum field as you specify above and relate the date table to your StartDate column?
