Have you created a data gateway to access your data? If so, refer to this link: https://community.fabric.microsoft.com/t5/Power-Query/Your-data-gateway-Power-BI-personal-is-offline...

If you haven't configured any gateway, you must do it: https://learn.microsoft.com/en-us/power-bi/connect-data/service-gateway-deployment-guidance
