earlier - column calculation

CALCULATE (
                SUM ( Fact_Table[Freight Base Charge - Order] ),
                FILTER (
                    ALL ( Fact_Table ),
                    Fact_Table[Transaction_ID] = EARLIER ( Fact_Table[Transaction_ID] )
                )
)

I've read some articles, but I'm still having a difficult time wrapping my mind around this column formula.  Is it just listing the total for each transaction ID?
