dynamic tool visbility for users

hi

i have the dynamic toltip representation for the report description it is all ok when the users open the report the service and see teh data . I have no issues but when the usrs cliks on the tile tooltip is not showing in the tile and it is hiding back . Below is the screenshot for it. can you help if we can have some workaround taht when the users clicks on the tile and tooltips appears.
