1)here i have sales vs target and i want to divide sales and target and then convert to percentage.
2)If that percentage is >= 100 then it should return 1 else 0.
3)Also i want to count how many times 1 is being returned.

If i understood you correctly the measures to use are :
1.

% Actual = sumx('Table',DIVIDE([Sale],[TGT]))
2. 
flag = if([% Actual]>1,1,0)
3.
counter = SUMX(
SUMMARIZE(VALUES('Table'[STL]),"Counter_1", CALCULATE(COUNTROWS('Table'),FILTER('Table',[flag]=1))),[Counter_1])

60K is not so huge..if you are using an import mode.
If the report isn't working with the formula with the virtual table.
Try to use a calculated column.

Actual % = divide('Table'[Sale],[TGT])

count_2 = CALCULATE(COUNTROWS('Table'),'Table'[Actual %]>1)

I have 60k STL's. And this formula is not working for huge data.
